Canada has placed limits on study permits, removed expedited processing for study permits, and raised requirements for PGWP eligibility and English proficiency. These modifications to policy have led to a 39% reduction in the number of study permits handled by the IRCC relative to 2023. Carney’s expected persistence with these limiting measures has caused alarm among international students and educators.

Daljit Nirman, an immigration attorney located in Ottawa, thinks that Carney’s position on immigration will result in tighter regulations for admitting international students. “Considering Carney’s position and the recent policy shifts, it appears probable that Canada will persist in enforcing tighter regulations on international student admissions while he is in office,” Nirman remarked. Nonetheless, Priyanka Roy, a senior recruitment advisor at York University, contends that Carney’s method will eventually lead to a more equitable strategy for immigration.

Carney’s immigration plan also emphasizes converting temporary residents into permanent residents. His goal is to concentrate on “getting back on track” by integrating the over 4 million individuals who have arrived in Canada recently before emphasizing growth. This strategy is consistent with the federal government’s latest immigration policy, aiming for 82,980 PR admissions for temporary residents in Canada by 2025.

The new Prime Minister’s position on immigration has raised worries about Canada’s ties with India, which is one of its major sources of migrants. Carney has shown a desire to repair ties with India, which may bode well for Indian students considering Canada as a place to study.
