New Study Permit Rules for International Students in Canada

As of May 1, 2025, international students in Canada who wish to switch to another school, college, or university will be required to apply for a new study permit. This new regulation aims to strengthen the integrity of the International Student Program and ensure students adhere to proper procedures.

Who Needs to Apply for a New Study Permit?

International students who want to change their designated learning institution (DLI) will need to apply for a new study permit. This includes students who are currently studying at a DLI listed on their study permit and want to transfer to a new institution. Students who fail to apply for a new study permit and switch to a new university may face severe consequences, including:

  • Cancellation of their current study permit
  • Ineligibility for future study or work permits
  • Potential deportation

Relaxation Period for Winter and Spring 2025 Semesters

Initially, a relaxation period was provided for students who were accepted to a new DLI for the Winter or Spring 2025 semester, starting from January 1, 2025, to May 1, 2025. To be eligible for this relaxation, students had to meet the following criteria²:

  • Have been accepted to a DLI for the Winter or Spring 2025 semester
  • Have applied for a study permit extension
  • Have a valid study permit that doesn’t have the DLI name printed on it
  • Meet all existing study permit conditions

Key Updates and Rules

  • Letter of Acceptance (LOA) Verification: DLIs must verify and confirm each LOA before a study permit can be issued.
  • Changing DLIs: Students who want to switch institutions must apply for a new study permit if the original permit names a specific DLI.
  • Post-Graduation Work Permit (PGWP) Eligibility: Students who applied for a new study permit before November 01, 2024, are exempted from new PGWP requirements.

These changes will help maintain the reputation of Canada as a top study destination and ensure that international students have a positive experience.
