Ireland Clinches Top Spot as World’s Strongest Passport in 2025

In a shift in the global passport rankings, Ireland has emerged as the world’s strongest passport in 2025, according to the Nomad Capitalist Passport Index. This marks the first time a northern European country has secured the top spot in the index, which evaluates passports based on five key factors: visa-free travel, taxation, global perception, dual citizenship, and personal freedom.

Ireland’s rise to the top is attributed to its strong international reputation, business-friendly tax policies, and overall citizenship flexibility. The country’s passport holders enjoy the right to live and work freely across the EU and, uniquely, in the UK.

Nomad Capitalist Passport Index: Methodology and Criteria

The Nomad Capitalist Passport Index analyzes 199 citizenships and evaluates each country’s passport based on five key factors:

– Visa-free travel (50%): Measures the ease of travel, including visa-free travel, visa on arrival, and eTA and eVisa.

– Taxation (20%): Assesses the tax policies of each country, with scores ranging from 10 (taxes citizens regardless of residence) to 50 (zero tax).

– Global perception (10%): Evaluates the international reputation of each country.

– Dual citizenship (10%): Assesses the flexibility of each country’s citizenship laws.

– Personal freedom (10%): Measures the level of personal freedom enjoyed by citizens of each country.

1. Ireland (score: 109)

2. Switzerland (score: 108.5)

3. Greece (score: 108.5)

4. Portugal (score: 108)

5. Malta (score: 107.5)

6. Italy (score: 107.5)

7. Luxembourg (score: 107)

8. Finland (score: 107)

9. Norway (score: 107)

10. United Arab Emirates (score: 106.5), New Zealand (score: 106.5), and Iceland (score: 106.5)

India’s Ranking Drops Further

India’s passport ranking has dropped to 148th, sharing the spot with Comoros, with a total score of 47.5. This marks a decline from last year’s ranking, where India sat at 147th.
