The UK Home Office has reported a 12% decline in study visa applications for the year ending February 2025, with 413,900 sponsored study visa main applicants. This decrease is attributed to policy changes, including restrictions on student dependents introduced in January 2024, which prevent students from bringing dependents unless they’re studying postgraduate research courses or government-funded scholarships. As a result, dependent applications have plummeted by 86%.
The decline in study visa applications varies across different student populations. Seven of the eight largest declines came from countries with high dependent-to-main-applicant ratios, including Nigeria, Sri Lanka, and India. However, some countries like Nepal saw a 61% increase in study visa applications, while Pakistan experienced an 11% growth.
The UK government’s policy changes and rising international student fees may have contributed to the decline in study visa applications. Uncertainty surrounding the Graduate Route, which allows international students to stay in the UK after completing their studies, may also have affected student demand. Despite this, early signs suggest positive momentum in 2025, with many institutions reporting higher enrollments in the January intake compared to the same period last year.
The UK government may need to consider relaxing restrictions on dependents in high-value fields to attract more international students. In addition to study visas, the report also highlights trends in work visas. Skilled Worker visa applications have gradually decreased since April 2024, with 3,500 applications in February 2025. Health and Care Worker visa applications have also declined, with 1,700 applications in February 2025, due to increased scrutiny and policy measures.
