Canada’s new regulations for international students in 2024:

Canada has recently implemented a temporary cap on approved study permits to regulate the inflow of international students. However, the projections indicate a 35 percent decrease in study permits compared to 2023, limiting new study permit applications to no more than 606,250 in 2024. These measures are set to remain in effect for two years, drawing a mixed response from within the country and globally.

Canadian universities and colleges have welcomed the decision, viewing it as a means to mitigate the influence of bad actors. However, it also raises concerns about Canada’s standing as a preferred destination for international study.

In addition to the two-year cap on international student admissions, adjustments have been made to the eligibility criteria for the Post-Graduation Work Permit (PGWP). Beginning September 2024, international students enrolled in programmes under curriculum licencing arrangements will no longer qualify for a PGWP. This affects students attending private colleges licenced to deliver a curriculum from a public college.

Further changes include an increase in the cost of living financial requirement, the necessity of attestation letters from provinces or territories, and a new cap on work permits for spouses of international students. Open work permits will only be granted to spouses of Master’s or Ph.D. students, not those enrolled in undergraduate or college programs. Additionally, applicants must possess a study permit with an attestation letter from a province or territory, to be issued no later than March 31, 2024.

Since January 1, 2024, the financial requirement for international students has risen to $20,635, reflecting their capacity to sustain themselves in Canada. These regulations are brought into effect, as stated by Immigration Minister, Marc Miller, with the aim of safeguarding international students from exploitation. Based on a recent survey, 47 percent of students believe that these rules will have a significant influence on their decision to study in Canada.
